Julia Violetta Richards was born in Sedalia, Missouri to David Forest Richards (1896-1985) and Julia Christina (Diggs) Richards (1898-2004). She graduated from Sedalia's Hubbard High School and from the University of Kansas in 1947 with a Bachelor of Science degree in Education.
